Asking for Advice as Buy-in

A buy-in tactic: approach a power player with a plan while it's still unfinished, asking for their advice, rather than presenting a completed plan for their approval.

Framed as "I have a couple of questions you could help with," the approach gets the stakeholder to contribute actual input, which makes them invested in the plan's success as an early supporter — and gives them standing to share credit for the project later, rather than reviewing it as an outsider.

A close cousin of Co-creation / IKEA Effect (both convert stakeholders from reviewers into contributors) and of Shuttle Diplomacy (both work one-on-one, ahead of a group decision point).
