Osterwalder uses it as a self-diagnosis tool rather than a value judgment: someone (or a team) stuck in Creator mode keeps generating new zero-to-one bets and enjoying the discovery-and-validation motion, but never converts a validated idea into a scaled business — often because they lack, or avoid, the different skill set and org-design work that scaling requires (see Organizational Landing Pad for Scaling Validated Ideas). Recognizing which mode a person or team is actually in is a precondition for deciding whether they should keep exploring or should be pushed/supported into scaling what they already validated.
