Discovery Is Not R&D

A reframe for CFO/finance objections to spending time on Discovery (Product Discovery Process): discovery is normal product development, not a discretionary research cost, and should not be budgeted or scrutinized as R&D. Cagan carves out one exception — genuine multi-year research and development, such as training a new foundational model — which is legitimately R&D and can be funded/measured differently.

'Discovery is not R&D. Discovery is product development.'

Use this distinction to answer CFO objections that Discovery time is an unaffordable 'research' cost — reserve the R&D label for genuinely open-ended, multi-year technical bets.
