Focus + Transparency + Placing a Bet (Strategy Quality Rubric)

A three-part check for whether a document is an actual strategy or just a relabeled list of work:

• Focus — does it make explicit choices about what to do and, just as importantly, what not to do? See Introducing Focus as a Reversible Test.
• Transparency — are the insights and data behind those choices shared, not just the choices themselves?
• Placing a bet — is there a real commitment to an approach without a guaranteed outcome? See Placing Bets (Strategy-as-Bets Framing).

A document that lists initiatives without ranking them, without showing the evidence that produced the ranking, and without accepting the risk of being wrong, fails this rubric even if it's called a "strategy." Use it as an audit: run any strategy artifact against all three before trusting it.
