"People-Only Manager" Anti-Pattern

A people-only manager is an engineering or product manager who has no functional/domain knowledge in the discipline they lead — they handle only HR-adjacent duties (hiring, performance reviews, salary/comp) and defer every substantive technical or product question to an IC or peer.

Cagan treats this as a hiring/promotion mistake, not a viable specialization: a manager who cannot personally answer questions in their team's discipline cannot coach it. This is the sharpest form of the general claim in "Experts Lead Experts" — Managers Need Functional Expertise — "people-only" is what's left when the functional-expertise requirement is dropped entirely and only the administrative half of management remains.

Apply: treat inability to engage substantively with the team's actual work as disqualifying for a manager, regardless of how well they handle hiring, comp, or reporting.
