Strategy Penetration Test

A diagnostic for whether a Product Strategy's underlying 'why' has actually propagated down to individual contributors, not just to their managers. Offer an individual contributor different work than what they're currently doing, and watch what happens: if the strategy has genuinely penetrated the team, they push back and explain why their current work matters in terms of the strategy. If it hasn't penetrated, they instead escalate the question to their manager for 'prioritization' — treating the choice as an org-chart decision rather than something they themselves understand and can defend.

Use this test on individual contributors, not just team leads, to check whether strategy communication actually reached the people doing the work, as distinct from just the people relaying it.

Diagnostic: Offer Alternate Work

A concrete version of the test: offer someone on a team a piece of alternate work and watch what happens. If strategy has actually propagated down to that person, they push back and explain why their current work matters more; if it hasn't, they escalate to their manager asking for "prioritization" instead — because they have no independent basis to judge the tradeoff themselves.
