Biddle's claim is causal, not additive: strategy without experimentation calcifies into an unfalsifiable plan (MBA-Approach Strategy Failure Mode (High-Level Theory Without Bets)); experimentation without strategy produces local optimization with no compounding direction; and either without the right culture stalls when the company needs to hand a stage off to different leaders and abandon a comfortable status quo.
