A transitional roadmap is a bridge format for organizations not yet ready for a full outcome-based roadmap. It still lists features, but every item must be tied to a stated "why" — the problem it solves, the value proposition, and how success will be measured.
Rule of thumb: never tell people what they're working on without telling them why. Annotate every roadmap item with its outcome alongside its deliverable — engineers universally care about the why, and leaving it off isn't a neutral simplification.
A stepping stone, not an end state: the goal is to keep migrating items toward the fuller structure (problem/objective → measure of success → hypothesis → feature candidates) via the Working Backward Methodology.
