Todd V's overarching frame for an entire interaction: the man is interested but has not yet decided to be won over. Rather than treating individual lines or stories as the only open loops in play, this frame makes the entire interaction one giant open loop — will he succumb to her attraction and let her win him over? "Game should be one huge open loop over whether you're going to succumb to her attraction and give in and let her have you."
This is why declaring interest or adoration immediately ("You're amazing... I love you... I have you on a pedestal") is a beginner mistake — it resolves the biggest loop in the interaction before it's had any chance to build tension, and forecloses curiosity from doing its work.
As a fallback (not the ideal), Todd frames talk time as 80–90% the man / 10–20% the woman — treated as a floor for beginners who need structure, not a target. The actual ideal is a shared exchange from the start, or even a reversed ratio where she talks 80–90%, since more of her talking means more of her investment sustaining the "not sold yet" tension rather than the man resolving it by over-explaining or over-validating himself.
